監聽風暴／針對陸 美曾要日監聽亞太

日本共同社廿七日引述消息人士說法報導，美國國家安全局（ＮＳＡ）二○一一年曾協請日本政府監聽亞太地區透過光纖電纜傳輸的電話與網路數據，目標顯然是針對中國大陸，日本則以法律問題及人員短缺為由拒絕。

報導中說，ＮＳＡ欲藉助日本在亞太地區光纜樞紐的地位，收集來自中國大陸等地透過光纜傳輸的網路活動、電話通訊等訊息。

但日本法律規定政府不得以這種手法攔截通訊，即使以反恐為前提也不行。

此外，美國國安局估計有三萬人負責這項工作，日本相關單位沒有這麼多的人力，因此，日本後來拒絕美國的要求。熟悉情報作業的消息人士說，監聽光纜的大量資料，需要眾多工作人員並與私人企業合作。

美國洩密者史諾登提供的資料顯示，ＮＳＡ二○一一年起與英國政府通訊總部共享資訊，監聽跨大西洋光纜的情資。美國希望日本能像英國一樣提供監聽資訊。
