個資法與民法問題

請問法律專家,
我在去年七月租了房屋給一位甲君, 去年十二月底他退租並且雙方結清押金水電費. 今年一月初另一位乙君向我租賃同一房屋, 四月底退租同樣結清押金與水電費.
五月初甲君來電告知, 他因忘了停掉信用卡代繳水電費, 因而誤替乙君繳了今年兩期水電費, 希望知道乙君電話以便向其索討水電費用. 請問:
1. 我若將乙君電話告知甲君, 是否觸犯個資法 ?(乙君表明不想將電話給甲君)
2. 在民法上, 乙君應向直接甲君索討水電費, 還是像我索討費用?
