悠活一二區就地合法　李鴻源：余政憲的政策

墾丁悠活麗緻渡假村未經環評違法營業案，內政部長李鴻源上午受訪、備詢時都說，一、二區在蓋的時候都還沒有環評法，且一、二區一開始是住宅，後來變旅館是違規使用，但內政部讓他們就地合法，三、四、五、六確實是違規使用，會斷水斷電，雖然不喜歡就地合法的做法，但這畢竟是當時內政部長余政憲力推的政策，既然是政策就沒有什麼對錯，也通過法定程序。

一、二區是合法旅館，若政府執行斷水斷電，會有疑慮；三至六區業者若要就地合法，歡迎提出環境評估報告，「通過就合法、不通過就有後續作為，這是他的合法權益。」
