綁架問題不解決 日：難援北韓

（法新社紐約3日電） 日本國家公安委員長古屋圭司今天表示，即便北韓放棄核武計畫，除非平壤當局解決30多年來的綁架案，否則日本不會恢復援助北韓。

首相安倍晉三12月執政以來，強烈呼籲北韓說明綁架問題。古屋圭司訪問紐約時，再度重申東京當局的「堅定」立場。

古屋圭司說，北韓於1970、1980年代綁架至少17名日本公民，實屬「恐怖主義行為」。

北韓近期試射長程火箭和施行核子試爆，使日本備受威脅。北韓的挑釁舉動也引發聯合國更嚴厲制裁。

古屋圭司說，就算北韓放棄發展核武，日本仍不會幫忙資助鉅額援助計畫。多國外交官說，部分國家已準備好協助提供北韓所需的援助。

古屋圭司說：「只要綁架問題沒有取得顯著進展，日本難以在北韓放棄核子計畫後，積極投入大規模人道援助。」（譯者：中央社張詠晴）
