非常緊急 請問一下警察吃案要怎麼辦

事情是這樣的,我要到警局去報案,但是發現他一再的叫我去做筆錄卻不把案子送出去,該名警察還說我之前犯有其他偽造文書的罪,所以不能送, [問題一] 請問有這回事嗎?還是警察在拖延時間?
[問題二] 請問我要透過哪些管道檢舉,我應該準備哪些證據,因為我跟[警察維護的對方]有債務糾紛而且法律追溯期快過了,重點是事情發生在那間警局轄區,無法去其他地方報案,那如果我要繼續報案應該找誰,要怎麼做?

請知道相關解決辦法的人來解答 真的不知該如何做.
