國健局：菸捐應漲27.6元以上 才合理

菸捐與菸稅擬調漲引發爭論，衛生署國民健康局表示，台灣菸價低，以稅捐占菸價比率來看，曾試算菸捐應漲27.6元以上才合理。董氏基金會也認為，台灣菸稅已26年未調整，是財政部的嚴重缺失，「明明是對的事」，不應繼續原地踏步。

衛生署國民健康局局長邱淑媞表示，世界銀行建議，稅捐占菸價的比率應為67%至80%，以此試算菸捐應調整27.6元至91元，國健局經過多次討論，才提出菸捐調漲20元，即使加上菸稅5元，還是低於世界銀行的標準。

董氏基金會菸害防制組主任林清麗表示，台灣菸價太便宜，以相同一包菸比較，1987年，紐約售價約台幣45元 (1.5美元)、台灣也賣45元、香港菸價約50元台幣。但到了2012年，紐約已漲到360 元台幣(12美元)、香港售價200元台幣、台灣卻只賣85元。

林清麗說，台灣菸稅已經26年沒動過，這是財政部的嚴重疏失，菸品應以價制量，否則青少年吸菸率居高不下、成人吸菸率下降有限，菸品消耗量增加危害國人健康，都無法改善。
