在沒有證件的情況下如何報失蹤人口？

親人帶著包包(裡面有其所有的證件)外出後數日杳無回音  手機始終沒接  同事其它親人也稱其不知去向   房東亦發現其數日未歸   遍尋不著下落，看到報失蹤人口程序要有當事者證件，可是現在的情況是沒有其證件，請問這樣也可以辦理失蹤人口通報手續嗎？
