屏東縣琉球籍廣大興28號漁船，今天上午10點左右，在屏東縣恆春鵝鑾鼻東南方海域170浬海域釣黑鮪魚時，遭疑似菲律賓軍艦以機關槍掃射，六十五歲的船員洪石成遭射殺死亡，船上設備全毀，事發後，該軍艦還追趕，期間還數度開槍，漁船逃離一個多時，才擺脫對方糾纏，向東港區漁業電台，呼叫在附近海或域作業的東港籍軍明興21 號漁船前往拖救，預計一天後返回東港。

家屬聞訊，傷痛欲絕，認為漁船在在台灣海域內作業，屬無害行為，縱然菲國認為是該國海域，也不該對手無寸鐵的漁船用機關槍掃射，造成人員死亡，船上儀器全毀，要求政府出面討回公道，協助求償。
