財委會 邀首長專案報告AMC

立法院財委會周三（22日）及周四（23日），邀請金管會主委陳裕璋、財政部長張盛和等首長，專案報告「十年來公股行庫5,000萬元以上，呆帳轉列情形，及呆帳轉售AMC之處理情形及後續事宜」。

金融機構將不良債權（NPL）出售給資產管理公司（AMC），衍生的催收等問題，立法委員經常接獲不少陳情案件，並向相關主管機關反映。

金管會3月已宣布，對金融機構不良債權改採「原則自行催理，特例允許出售」作法，未來不良債權的出售僅限聯貸案、境外授信案等三條件，其餘均不准賣。

且金融機構出售不良債權時應訂定應買人的消極資格，如不得有犯罪紀錄等，也要跟買受人約定不得有不當催收行為，以維護債務人權益。
